Appello urgente: sosteniamo la protesta dei cittadini siriani

Atene 5 dicembre 2014. Prosegue ad oltranza, davanti al Parlamento greco il presidio e lo sciopero della fame di trecento siriani, in gran parte famiglie  con bambini piccoli, che reclamano il diritto ad essere accolti in condizioni dignitose e chiedono di potere lasciare la Grecia per raggiungere un altro paese europeo. Una protesta che mette in evidenza tutti gli effetti negativi del Regolamento Dublino III che inchioda nel primo paese di ingresso i potenziali richiedenti asilo, al punto che molti preferiscono essere respinti in frontiera, o proseguire il viaggio affidandosi agli “scafisti” di terra alimentando di fatto il business dell’immigrazione clandestina, piuttosto che essere costretti a rilasciare le impronte digitali in un paese, come la Grecia, che non può essere definito “sicuro” per i richiedenti asilo per le carenze sistematiche dei suoi centri di accoglienza e per l’inadempimento conclamato delle Direttive e dei Regolamenti europei in materia di protezione internazionale.

Rapporti internazionali confermano da anni gli abusi delle autorità greche nei confronti dei profughi, ma non si riesce a trovare una soluzione per coloro che rimangono intrappolati in un paese che presenta una carenza sistematica del sistema di accoglienza, tanto che le Corti internazionali hanno sospeso i rinvii Dublino verso la Grecia.

 

Fino ad oggi i profughi siriani si sono rivolti esclusivamente alle autorità greche senza alcuno esito.

Nessuna speranza di lasciare la Grecia verso altri stati europei anche perchè l’Unione Europea continua a blindare le frontiere, anche quelle interne, per impedire i cd. movimenti secondari da uno stato all’altro, con una applicazione sempre più rigida del Regolamento Dublino III, decisa anche a livello di forze di polizia, con accordi multilaterali come le ultime intese tra Italia, Austria e Germania.

 

Rinnoviamo ancora una volta la richiesta per la immediata apertura di canali umanitari per i profughi di paesi terzi, oggi in prevalenza siriani,

presenti in Grecia.

 

L’Unione Europea non può limitarsi a sospendere i rinvii Dublino verso la Grecia e poi non aprire canali legali di ingresso in altri paesi dell’Unione Europea per i profughi che rimangono intrappolati in quel paese. Chi riesce a sfuggire raggiungendo altri paesi EU subisce abusi altrettanto gravi e finisce anche per essere arrestato, come si sta verificando in Bulgaria ed in Polonia.

 

L’arrivo di un numero sempre più consistente di profughi siriani in Europa ha ormai tutte le caratteristiche di un “afflusso massiccio di sfollati” . Per questo l’Unione Europea deve attivare gli strumenti ed i canali della protezione temporanea previsti dalla Direttiva 2001/55/CE, per decongestionare il sistema dell’asilo e consentire una mobilità secondaria nei diversi paesi UE senza sottostare ai ricatti dei trafficanti di terra. Una volta dotati di un documento provvisorio di soggiorno legale, e dunque della libertà di circolazione, i profughi dovranno avere riconosciuto il diritto di chiedere asilo dove hanno già legami familiari o sociali ed in paesi che abbiano sistemi di accoglienza che rispettino la dignità umana ed il diritto al ricongiungimento familiare.

 

I nuovi Commissari Europei, il Parlamento, così come Ministri degli Esteri e degli Interni dei Paesi membri devono rispondere delle continue carneficine che avvengono nei mari di fronte all’Europa, delle condizioni disumane di assistenza,  prima accoglienza e di detenzione dei profughi, dei migranti richiedenti asilo e dei migranti economici. Devono prendere atto del fallimento di dispositivi come quello di Dublino, e lavorare nell’ottica di politiche di integrazione realmente efficaci  così come garantire il diritto alla libertà di circolazione.

 

La società civile in Italia ed in Europa chiede che si prendano azioni urgenti di monitoraggio della sicurezza ed incolumità dei cittadini siriani ora presenti in Grecia, che venga loro garantito di potersi trasferire in altri paesi EU per ricongiungimenti familiari o per richiedere la protezione internazionale.

URGENT CALL “SUPPORT THE PROTEST OF SYRIANS IN SYNTAGMA

 

Athens 5 December 2014. It continues to the bitter end, in front of Greek Parliament the garrison and the hunger strike of three hundred Syrians, mostly families with small children, who claim the right to be welcomed in dignity and demand the possibility to leave Greece and reach another European country. This is a protest that highlights all the negative effects of the Dublin Regulation III, nailing in the first country of entry all the potential asylum seekers ,at the point that many of them prefer to be rejected at the border, or to continue the journey placing themselves in the hands of “land-smugglers”, fueling the business of illegal immigration, rather than be forced to release the fingerprints in a country like Greece, which cannot be defined “safe” for asylum seekers for the systematic shortcomings of its reception centers and for non-performance of the full-blown European Directives and Regulations relating to international protection.

International reports confirm for years the abuses of the Greek authorities against refugees, but are unable to find a solution for those who are trapped into a country that has a systematic lack of the reception system, so that the international courts have suspended Dublin refoulements to Greece .

 

Until now Syrian refugees have turned exclusively to the Greek authorities without any kind of outcomes.

There is no hope to leave Greece and reach other European countries also because the European Union continues to lock down the borders, even the inland borders, to prevent the so called secondary movements from one state to another, with a more rigid application of the Dublin Regulation III, decided at a police level, with multilateral agreements such as the latest ones between Italy, Austria and Germany .

 

We reiterate once again the request for the immediate opening of humanitarian channels for refugees of third countries, today mainly Syrians,

present in Greece.

 

The European Union cannot simply suspend Dublin referrals to Greece and then close the legal channels to entry into other European Union countries for refugees who remain trapped there. Those who manage to escape and reach other EU countries are seriously abused and they often end up being arrested, as in Bulgaria and Poland .

 

The arrival of a growing number of Syrian refugees in Europe has all the characteristics of a ” mass influx of displaced persons”. This is why the EU should introduce instruments and channels of temporary protection provided for by Directive 2001/55/EC, to decongest the asylum system and enable a secondary mobility in different EU countries without being subjected to “land-smugglers . Once equipped with a temporary document of legal residence , and therefore the freedom of movement , refugees should have recognized the right to seek asylum where they have family or social bonds and in countries that have a reception systems respecting human dignity and the right of family reunification.

 

The new European Commissioners, the Parliament, as well as the Ministers of Foreign Affairs and Interior of the EU countries must answer for the continuous deaths taking place in the seas in front of Europe, for the inhumane conditions of service, first reception and detention of refugees, migrants asylum seekers and economic migrants . Should take note of the failure of devices such as Dublin, and work for integration policies really effective as well as guaranteeing the right to freedom of movement .

 

The Civil society in Italy and in Europe asks to take urgent actions to monitor the safety and security of Syrian citizens now present in Greece , that is guaranteed the possibility for them to move  to other EU countries for family reunification or to request international protection.
